Combine orange jello powder and 1 cup hot water in a large bowl and whisk until Jello dissolves.
Allow to cool to room temperature, then stir in the chilled orange juice and vanilla liqueur.
Pour into shot cups, so they are halfway full. Chill in fridge for 1 hour.
To Make the Orange Cream Layer:
