Brownie layer:

Instructions
Preheat oven to 350°F. Grease a 9" x 9" baking dish and line with parchment paper.
For the cookie layer:
In a large mixing bowl, cream together both sugars with softened butter, until light and fluffy (about 2 minutes).
Mix in the egg and vanilla.
In a separate bowl, stir together the flour, baking soda and salt. Gradually add dry ingredients to wet ingredients, mixing as you pour.
Stir in chocolate chips to taste — anywhere from 1/2 cup to a cup.
Press the chocolate chip cookie dough into the prepared baking dish.
Top with a layer of OREO cookies (approximately 16) and set aside.
For the Brownie layer:
In a large mixing bowl, cream the sugar and butter until light and fluffy.
Mix in the eggs and vanilla extract.
In a separate mixing bowl, stir together the cocoa powder, flour, salt and baking powder.
Slowly add dry ingredients into the butter-sugar mixture, mixing as you pour.
Scoop the brownie batter on top of your cookie layers, spreading until evenly distributed.
Top with additional crushed OREOS.
Bake for 40-50 minutes, or until a toothpick inserted in the center comes out clean (start checking at the 35 minute mark).
