Add olive oil to the Instant Pot and switch on to the "saute" setting.
When oil is hot, add the onions and cook until translucent, about 2-3 minutes.
Add the sliced garlic and cook for 1 more minute, stirring constantly.
Add the minced beef and cook until browned, about 5 minutes. Turn off sauté setting.
Add garlic cloves, seasoning, tomato paste, whole tomatoes, and red wine (if you're using it). Secure lid and turn on "meat/stew" setting and cook for 10 minutes.
Natural release.
